National Directorate of Customs

Our role and responsibilities

  • Ensure compliance with customs requirements
  • Carry out control actions on commodities and transportation brought into Timor-Leste and on places for storing commodities under tax action
  • Draft studies and proposals, as well as action rules and techniques for customs
  • Participate in defining and managing tax policy concerning customs and Excise Tax, ensuring the liquidation and collection of all taxes, rates or impositions attributed to it by law
  • Regulate and apply the relevant customs regimes for the moving of people and goods, at the entry, permanence, transit and departure from Timor-Leste and the customs territory
  • Carry out customs verification of people and goods at ports, airports and national borders, in conformity with the law
  • Participate in defining external verification policy and coordinate its application
  • Promote the activities of customs services to other Public Administration verification bodies to maximise results
  • Fight tax evasion and fraud, fight illicit smuggling of drugs, guns and other prohibited articles and collaborate with other national, foreign and international bodies in activities related with such activities
  • Issue opinions on international conventions, agreements and other instruments on customs or that contain provisions concerning customs
  • Collaborate with other State departments as they pursue their own goals in the areas of economy, defence, security, public hygiene and health, tourism, veterinary and phytopathological control, protection of brands and patents and defence of the national cultural and artistic patrimony
  • Help clarify the content and interpretation of customs legislation to service users to make compliance easier
  • Be responsible for official clearing agents
  • Issue administrative sanctions according to customs legislation, and
  • Carry out surveillance over other activities that may result in breaches to customs legislation
