Procurement Directorate

The National Directorate of Procurement Policy develops and supports the Government’s public procurement framework.

Our role and responsibilities

  • Develop and propose enactment of procurement policies, regulatory and operational guidelines
  • Advise on legislative instruments, procurement policies and processes, workflow planning, practice re-engineering, and issues management
  • Monitor compliance with the legislative framework and procurement policies
  • Monitor the capability of Line Ministries and addresses current gaps in the management of public procurement
  • Assist the IFMIS unit with the development of the Procurement and Contract Management modules
  • Establish and maintain procurement processes monitoring, reporting and performance measurement system
  • Propose procurement performance benchmarking indicators and targets to measure level of performance of individuals, teams, services or authorities
  • Maintain the Ministry of Finance website as a master panel for all the RDTL Government tender opportunities, and
  • Train staff to improve their skills on legislative instruments, procurement policies and procedures and best practice guidelines.
