Direcção Nacional do Património du Estadal
Decree Law 2005/5 signed on 28 June 2005 for the
Restructure of the Constitution of the Government.
Article 18 of that decree creates:
“the Ministry of Finance as a central organ
of the Government with responsibility for the planning,
execution, coordination and regulation of the policies
and the decisions of the Council of Ministers, in the
areas of planning, budgeting and financial management,
including the following, namely:
Accounting for the Património of the state, without
prejudicing the Ministry of Justice’s role in managing
immoveable património.
Role of
the Direcção Nacional do Património du Estadal
- Establish and maintain a whole of government
system to safeguard the assets of the state of Timor
Leste.

Maintain efficient and effective
asset management procedures for the recording,
monitoring and reporting of all classes, categories
and types of assets.

Regular reporting on classes,
categories and types of assets to users to meet
their requirements.

Physical inspection of asset
registers to ensure data is reliable, accurate and
complete.

Providing policy advice, asset
management and property disposal services to the
Government to assist it achieve its objectives.
Function of NPD
- Policy Advice to the Minister on legislation and
regulations required to manage and dispose of assets
of the state of Timor-Leste.
- Maintain and distribute a Manual on the minimum
policies and procedures for the management of assets
generally and for specific classes, categories and
types of assets.
- Maintain an Asset Register for all assets of the
state of Timor-Leste.
- Provide reports on the condition, replacement
and maintenance requirements of each class, category
and type of assets.
- Provide asset management services such as:
- Useful life assessment of each sub category
of assets
- Advice to ministries on cost and replacement
schedules for asset stock
- Advice to ministries in assessing asset
conditions.
- Advice to ministries on assessing asset
requirements and finding non-asset solutions
- Advice to Minister on cost-effective asset
management strategies.
- Provide property disposal services such as:
- On-site condition assessment of assets no
longer in use by Program Managers and other
Agency Manager.
- Transport and Storage of properties for
disposal
- Disposal of properties declared surplus to
the needs of the state of Timor-Leste.
It has a presence in Dili, Suai and Oecussi. It will
need to establish a presence in Baucau if the Eastern
districts are to have access to asset management and
property disposal services.
