Partners and Government. The documents and links you
will find below will, we hope, assist you by
providing access to information essential to the
monitoring of aid effectiveness in Timor-Leste. If

What information it contains
The information contained consists of data provided
by individual Development Partners representatives
in February 2009. Only those projects that provide
development, humanitarian and emergency assistance
are entered into the database. Thus, military and
security-related assistance to Timor-Leste have not
been included in this report, at this stage.
Why it is important for DPs and Government
Ministries to know
Timor-Leste and many of our Development Partners are
signatories of the Paris Declaration on Aid
Effectiveness in 2005 and following Accra Agenda for
Action (AAA) in 2008. The two pacts stressed ‘Mutual
Accountability’, i.e., donors and partners are
accountable for development results. Against this
background, the Government of Timor-Leste, for the
first time, collated annual actual disbursement of
Development Partners projects implemented in 2008.
It is expected that these reports help the
Government of Timor-Leste and Development Partners
to gain a comprehensive overview of the flow of
development assistance extended to the country as
well as assisting in policy decision making. The
Government of Timor-Leste is grateful for the
cooperation of our Development Partners in providing
project data and the production of the report would
not have been possible without their continual
support.
How often it is updated
The National Directorate of Aid Effectiveness (NDAE)
intends to update Development Partners spending
quarterly and also asks Development partners to
provide annual disbursement around February.
