General Directorate of Policy Analysis & Research

The DGPAR is responsible for ensuring general guidance and integrated coordination in relation to all Ministry services with competences in the fields of statistics, macro-economy and Petroleum Fund.


The DGAR has the following tasks:

  • Design and coordinate the official statistics of Timor-Leste;
  • Provide specialized technical advisory in the fields of economic development, namely financial performance and tax justice, according to the law and the goals set by the Government;
  • Provide specialized technical advisory to the Administration of the Petroleum Fund;
  • Any others given to it by law.
Functioning of the Departments

The National Directorate of Statistics;
The National Directorate of Statistics, henceforth called NDS for short, has the following tasks:

  • Coordinate the official statistic system of the country, so as to ensure it is coherent and rational;
  • Compile, analyse, systematize, produce and publish statistic data on the population, companies and other entities, seeking to produce and publish information on the economic, social and demographic situation of Timor-Leste;
  • Ensure the coordination of the National Statistic System (NSS), approving the concepts, definitions, nomenclatures, indicators and other statistic coordination instruments according to international standards;
  • Compile and socialize National Accounts and further information on different sides of the economy;
  • Develop, update and administrate statistic information and records according to the best international practises;
  • Safeguard the compatibility of computer and technology systems with the internationally accepted and practised standards;
  • Provide for the storing of databases, in order to ensure the confidentiality of business and individual data, as well as to uphold statistic secrecy;
  • Prepare, design and present proposals concerning the NSS base system, including acquisition methods, statistic secrecy and the socialization and publication of data and outcomes;
  • Direct the organization and execution of national population and housing censuses;
  • Proposing NDS delegations in other public services and / or determine the end of these delegations
  • Any others attributed to it by law

NATIONAL DIRECTORATE OF MACROECONOMY
The National Directorate of Macroeconomy, henceforth called NDM for short, is responsible for the following tasks:

Analyse and recommend policies leading to the promotion of economic development and to the reduction of poverty;

  • Issue opinions and studies concerning the public and private sectors, structural reforms, employment, salaries, financial markets, monopolies, investment and capital formation;
  • Draft estimates concerning growth, employment and inflation;
  • Any others given to it by law.

NATIONAL DIRECTORATE OF PETROLEUM FUND
The National Directorate of Petroleum Fund, henceforth called NDPF for short, has the following tasks:

Issue opinions on applications and uses for the Petroleum Fund;

  • Analyse the evolution of financial movements of the Petroleum Fund, together with the State Budget;
  • Collaborate with entities involved in the management of the Petroleum Fund;
  • Any others given to it by law.

Department of Investment Policy Analysis
The Department of Investment Policy Analysis, henceforth called DIPA for short, is responsible for supporting the Director-General of the DGAR in analysing the investment policies of Timor-Leste and in ensuring the use of cost-benefit analyses in the drafting of projects, giving special attention to landmark capital projects, assessing direct and indirect impacts of investments on employment, poverty and environment.

Department of Social Policy Analysis
The Department of Social Policy Analysis, henceforth DSPA for short, is responsible for supporting the Director-General of the DGAR in analysing the social policies of Timor-Leste and in ensuring that the impacts of social policies contribute to mitigate poverty and to promote equality and living quality for the overall population and vulnerable groups.

Department of Investigation
The Department of Investigation, henceforth called DI for short, is responsible for conducting high level investigations concerning economic policies and the development of essential and strategic sectors, in coordination with other National Directorates and DGAR departments.

Department of Administrative Support
The Department of Administrative Support, henceforth called DAS for short, is the body equivalent to the satellite unit set in the Organic Statute for the Directorate-General of Corporative Services, being responsible for providing support to the DGAR, except for the NDS, in fields related with general administration, human resource management, finances and performance reports.
