Inauguration of the Integrated Border Post of Salele, Suai by Vice Prime Minister, Jose Luis Guterres

On the same day, 26 June 2012, the Vice Prime Minister Jose Luis Guterres inaugurated the Integrated Border Post of Salele (Suai) which is one of the three Integrated Border Posts that were built by this government. Others are IBP Batugade and IBP Sakato (Oecusi).

The first speech was delivered by Vice Minister of Finance, Rui Manuel Hanjam. Mr. Hanjam  thanked to the organizing committee for having successfully organized this ceremony. He also expressed his gratitude to all those who have contributed to the construction of this Integrated Boder Post, including the Ministry of Finance staff, the contractor of project and also Indonesian authorities who have facilitated the transportation of construction materials through the Indonesian border. Mr Hanjam  reminded that the IBP is equipped with modern facilities and systems which is important to facilitate the work of the staff in the site. In addition, he also reminded all those who will work in this office to show strong commitment and dedication to preserve these modern equipments and systems so that they can be always useful for the sake of the best interest of the country.

The District Adminsitrator of Suai welcomed everybody and thanked the government for having established this integrated border post as part of the government efforts to improve the quality of services to the people, in particular for the people of Suai. He appealed all people of Suai to take care of this great asset of the state. He also requested the Indonesian authorities and the government of Timor Leste to revive the border “bazaar” in order to facilitate the people around the border.

In the meantime, the Vice Prime Minister, Jose Luis Guterres in his speech warmly welcomed the invitees from Indonesia who were able to attend this inauguration ceremony. He said that Indonesia and Timor Leste have been enjoying peace and stability as result of friendship and good relationship and mutual respect over the past years. Regarding the integrated border post, he said that the project aims to improve the quality of border services, in particular to prevent illegal transactions and to control the entry and exit of merchandises and passangers through the border. The establishment of this integrated border post with modern equipments and systems demonstrate a strong commitment of the governemnt of Timor Leste to comply with certain requirements before adhering to the ASEAN group in the near future.

Responding to the request of the district administrator regarding the roads conditions, he acknowledged that the condition of roads to and from Suai is bad. However he also reminded that nothing can be achieved in one phase, it takes a long process. For that reason, the Government has set up a National Strategic Plan for the next 20 years (2011-2030) which aims to build the nation in the long run.

After the signature of the placard of the building, the Vice PM and other participants walked in the building and inspected the installed equipments and relating systems to ensure that they are properly functioning according to its respective technical functions.

The inauguration ceremonty was attended by a number of national entities including the Vice Minister of Finance, the Secretary of State of Security, distinguished guests from Indonesia, Directors General and Directors from Ministry of Finance, and other relevant ministries, Deputy Commander of PNTL, and local authorities.
