Liquiça, 7 February 2017 – A public consultation for moving fishermen’s boats from Tibar Bay to Ulmera Bay was conducted on 7th of February from 10 am to 12pm at Sede Suco Ulmera, Tibar. The public consultation was conducted within the framework of the implementation of Resettlement Action Plan for Affected Population from the Tibar Bay Port project.
The event was attended by affected fishermen community (group A) from Tibar, fishermen from Ulmera, representative of Liquiça Administration, National Directorate for Land and Property (DNTPSC), Tibar Bay Port Project Management Unit, PPP Loan Unit and Local Authorities.
TBP-PMU highlighted that Tibar Bay Port will be the first PPP (Public Private Partnership) investment in Timor-Leste and one of the biggest private investments in the country, which will be delivered by the Concessionaire, Timor Port SA. This major undertaking will add value to local community.
During the discussion, there were suggestions from the affected fishermen and local community of Ulmera for the Grantor to work closely with local authorities to ensure successful implementation of moving boats from Tibar Bay to Ulmera Bay.
Project Management Unit (PMU) Tibar Port also highlighted that, this meeting is the first of series of many meetings that PMU will hold with local community and PMU will coordinate with DNTPSC and Liquica Municipality for all of its community engagement. Through close collaboration between the Government, the Concessionaire, local authority and local community, it is hoped that any social impacts from the development can be minimized while positive outcomes in terms of infrastructure development and the creation of further economic linkage between the major development and the local community can be realized.
