Monday, 11th of January 2021 – Technical staff from the line ministries and autonomous institutions/agencies of the Government convened for a day-long working session to discuss the approved 2021 fiscal package. This working session was organized by the National Directorate for Planning and Budgeting, Ministry of Finance, Timor-Leste.
The working session – officially launched by the Minister of Finance, H.E. Dr. Rui A. Gomes – focuses on the information dissemination on the approved rules related to the execution of the 2021 General State Budget.
“This Government Decree guarantees an effective and rigorous budgetary control and simplify the procedures of budgetary execution.” It forces us to be more disciplined with public spending based on what has been defined in the General State Budget Law,” said Minister Gomes in his opening remarks.
“This means that, any public expenditure should provide benefit to the Timorese people, provide an effective, efficient and fair service delivery to our societies and contribute to achieve our annual plan’s goals,” he emphasized.
The Minister also encouraged all line ministries and autonomous institutions/agencies to adhere to the approved rules, avoid unnecessary funds alteration and focus their efforts to implement all planned program and activities. Minister further urged everyone who participated in the session, to pay attention to the presentations delivered by the technical staff as the information would help them to successfully execute the 2021 State Budget.
The opening ceremony was concluded with the official handover of the Approved 2021 Fiscal Package from Minister Gomes to the representatives from Office of the President of the Republic, National Parliament, Court of Appeal and Office of the Prime-Minister.
Prior to this working session, the Council of Ministers held an Extraordinary Meeting on 8th of January 2021 8 and approved the draft Government Decree regarding the execution of the General State Budget for 2021, presented by the Minister of Finance, H.E. Dr. Rui A. Gomes. This Decree establishes the rules related to the execution of the General State Budget for 2021, approved by Law no. 14/2020, of December 29, which applies to the budget of the Central Administrative Agencies, of the Special Administrative Region of Oé-cusse, Ambeno and Social Security.
The present diploma intends to guarantee an effective and rigorous budgetary control and, at the same time, to simplify the procedures of budgetary execution, continuing the changes initiated in the year of 2020, with the objective of facilitating the execution of the General Budget of the State for 2021 by the organs and services of the Public Administration Sector.
In December 12th 2020, national parliament approved the 2021 General State Budget with a total amount of US$ 1,895 billion in which the government formulated with the objective to revitalize the economy, invest in human capital and provide young people with the opportunities to enter labor market.
