Public servants from three selected municipalities sat on the numeracy and financial tests

A total of 28 public servants of the Ministries of Education, Health and State Administration from the three selected municipalities – Liquisa, Ermera and Aileu, sat on the first numeracy and financial tests organized by the Ministry of Finance.

The tests were accompanied by the Vice Minister of Finance, Mr. Helder Lopes, the Director General of Treasury, Mr. Agostinho Castro, and the Director National of Financial Decentralization, Sra. Lidia de Sousa Guterres, and the Training Centre Coordinator, Mr. Alberto Piedade and his team, took place on the 24 March 2015 at the Training Centre, the Ministry of Finance.

The Vice Minister in his opening remark stated that “the test focuses on the numeracy and financial skills of the public servants that are directly responsible for the management of the public funds”. He further added that “the purpose of the test is to measure the capacity of the public servants in the financial areas”, and “the results will be used to develop the training modules that will be used for and applied to all ministries”.

DN Lidia de Sousa Guterres, in her email to the media, stressed that tests are “part of the Government’s policy and the Ministry of Finance’s plan to develop the financial skills of the public servants in the 12 municipalities as the preparation for the implementation of the financial decentralization”. The tests, she said, are “the initial steps towards the implementation of the financial decentralization”.

The similar tests will be carried for the public servants of the other remaining municipalities throughout the country in the coming months.
