The Ministry of Finance Timor-Leste, through the Directorate General of the External resources management and mobilization, Director General, Antonio Freitas, participated on regional symposium on “leveraging public governance to accelerate the achievement of the sustainable development goals “ transformation, innovation and inclusion in Incheon , Republic of Korea from 20-22 November 2019.

The main objective of the Symposium is to strengthen the capacities of government officials to transform their own public institutions and accelerate achievement of the 2030 Agenda. The Symposium aims to reflect on how best to mobilize, organize and equip institutions and rally whole-of-government and whole-of-society approaches to promote sustainable development by stock of progress made in the implementation of the 2030 Agenda. It provide an opportunity to discuss how to promote government innovation for social inclusion of vulnerable groups, with a focus on youth, gender equality and persons with disabilities. It will actively engage with the civil society organizations and the private sector to discuss innovative partnership.

DG Freitas participated in regional symposium Asia and Pacific as panelist for High level session III on topic Innovations in Public, Private, People Partnership (PPPs). DG Freitas elobareted Timor–Leste progress on PPPs programa “In a strategic recognition of the potentially catalytic role of PPPs in the development of Timor-Leste, the Ministry of Finance has had a dedicated unit for PPP activities since 2015 and recently, the Ministry of Finance redesigned its organic structure, creating one Directorate General that will oversee development partner activities as they relate to loans, grants and technical assistance, and PPPs is now under in my general Directorate we called Directorate General of External Resources Management and Mobilization in Ministry of Finance, explained DG Freitas.

The Director General also said that “Timor-Leste has a relatively small number of PPP projects but the portfolio is quite significant example Tibar Bay Port with investment $285m phase I and the Government is increasingly exploring the use of PPPs in delivering services such affordable housing PPP and Tourism PPP. Last but not least, DG Freitas believe PPPs and the ability to unlock private financing, signaling effect to other potential funding sources and PPPs and the exchange of know-how and expertise, Increase in technical expertise and improvements in the private sector.

DG Freitas emphasize Challenges confronted by the current approach to Public-Private-People Partnerships need for continuous capacity strengthening among government teams, especially in Line Ministries responsible for planning, execution and monitoring of PPPPs projects, trough: Establishing proper management mechanisms, PMUs and related coordination lines throughout the project cycle, effectively leveraging technical support of experts, dispute resolution and Establishing coherent regulatory frameworks and authorities.

The Regional Symposium include high-level session, plenary sessions and one special session on SIDS where participants identify next steps to strengthen capacities to transform governance, innovate public administration and integrate institutional approaches for accelerated implementation of the SDGs.

The Regional Symposium and high-level Session consist of six (6) plenary sessions and one special session on SIDS to discuss special thematic issues and one Study Visit. The Symposium bring together participants from 27 countries in the Asia and the Pacific region including the Republic of Korea as the host country. These countries are: Afghanistan, Bangladesh, Bhutan, Cambodia, China, Fiji, India, Indonesia, Lao PDR, Malaysia, Maldives, Mongolia, Myanmar, Nauru, Nepal, Pakistan, Papua New Guinea, Philippines, Samoa, Solomon Islands, Sri Lanka, Thailand, Timor-Leste, Tonga, Vanuatu, Vietnam and Republic of Korea [host country].

The Regional Symposium and high level session attended by by Chin Young, Minister of Interior and Safety Republic of Korea, Park Namchoon, Mayor, Incheon Metropolitan City, Liu Zhenmin, Under-Secretary-General for Economic and social Affairs, Special Address by Ban-Ki-Moon, 8th Secretary General of the United Nations Secretary General.

The official opening was Liu Zhenmin, Under-Secretary-General for Economic and social Affairs held by, Under-Secretary-General for Economic and social Affairs United Nations.
