The Government of Timor-Leste represented Ministry of Finance and Ministry of Public Works, Transports and Communications (Grantor) and Timor Port S.A (Concessionaire) signed a Concession Agreement (CA) on 3rd June 2016 for the design, build, equip, operate, repair and maintain a Port Facility in Tibar to replace Dili Port.
According to this CA, the Grantor and the Concessionaire have to jointly appoint an Independent Engineer (IE), which must be an international and reputed engineering consulting firm, specializing in the business of the supervision of design, engineering, construction and supervision of port infrastructure and related environmental and social impacts.
Following an international tender process carried out by National Procurement Commission (NPC) together with the Tibar Bay Port Project Management Unit (PMU) and Concessionaire, EGT-FASE Joint Venture was selected as winning bidder.
The IE agreement was signed by Grantor (represented by Minister of Finance and Minister of Public Work, Transports and Communications) and Concessionaire (Timor Port S.A) and the IE on 17 May 2017 after publication of intent to award by NPC on 5th May 2017 in local newspapers and MoF and NPC websites.
The IE is expected to play a positive, comprehensive and independent role in discharging its functions, thereby facilitating the smooth implementation of the Tibar Bay Port PPP Project during the studies, design, construction, equipment provision and commissioning phases which will take place over the next 3-4 years period.
