The TIN re-registration is a program being conducted by the NDDR, aiming to ensure that the information of TIN holders is accurate, complete and up-to-date.
A TIN is a unique identifier issued by the government of Timor-Leste to individuals and businesses. You need to know your TIN to be able to re-register it. If you have lost or forgotten your TIN, visit NDDR.
Every natural or legal person who obtained a Timor-Leste TIN prior to Nov 1st 2013 is required to re-register it. This includes those who received their TIN from SERVE. Typical examples include businesses, NGOs, government organizations, business owners and employees who have a TIN from Timor-Leste.
In addition, the owners of businesses operating in Timor-Leste are required to have/obtain a TIN as part of the re-registration program.
Yes. This is a new requirement. Owners (shareholders) of companies and directors of organizations who do not have a TIN already will need to obtain one. In the case of large companies that have more than ten shareholders, only the ten largest shareholders need to obtain TINs.
You must re-register your TIN to remain eligible for government services.
TINs WHICH ARE NOT RE-REGISTERED WILL BE RETIRED AND WILL NOT BE ELIGIBLE FOR USE TO SECURE A CERTIFICATE DIVIDAS OR OBTAIN PAYMENTS FROM GOVERNMENT CONTRACTS.
All businesses will be required to submit a copy of their most current Articles of Incorporation/Articles of Association (Estatuto), and a copy of their current business license.
All non-profit organizations will be required to submit a copy of the Ministry of Justice certificate issued to them.
Each PACKAGE has other requirements in the section titled supporting documents. Please read it carefully and ensure all required documents are included.
In order to re-register your TIN, follow the steps listed below:
1- Determine which forms (called “PACKAGES”) need to be filled out for re-registration. View Choosing the Right PACKAGE here!, to help you decide which PACKAGES should be completed.
2- Obtain the required PACKAGES either by downloading them here! , or by obtaining printed copies from the NDDR.
3- Fill out the forms. Be as accurate and as complete as possible. View Section ABC on how to complete forms. Ensure you have all required attachments and appendices.
4- Submit the forms to the NDDR:
5- When all accepted PACKAGES have been processed, there will be announcement in the media, including this website.
6- After you have submitted your PACKAGE(s) and they have been accepted, wait until you hear the announcement in item #5 above and then contact the NDDR to be informed about your filing requirements (i.e. which tax returns need to be completed and paid).
The PACKAGE submission phase for the re-registration program runs from the 4th of November until the 31st of December 2013.
We expect much longer lines and wait times in December; therefore, we strongly encourage you to start the re-registration process as early on as possible. All required PACKAGES and their attachments must be submitted and accepted by the NDDR before December 31st.
For your convenience, all PACKAGES are available in four languages: Bahasa Indonesian, English, Portuguese and Tetun. Feel free to use the language among the above four that you are the most comfortable with. If you submit multiple PACKAGES for re-registration, you may submit them in different languages.
Changes to laws in the last 5 years require the NDDR to obtain some additional information as compared to earlier. The changes have been incorporated in the PACKAGE questions, and, as a result, the PACKAGES are longer than the initial forms used to issue TINs.
