The Minister will appear before Parliamentary Committee C on 9 and 10 December to present special funds in Budget 2011. The use of non-lapsing funds are an innovation, with the existing Financial Management Law, specifically envisaged to achieve the Government’s strategic plan to fast-track core infrastructure and human capital.
